AMD-native follow-up build for PR Nonary#295.

Fixes:

  • AMD settings now hot-apply only the AMD encoder config group, avoiding the deferred full-config reload that could block session cleanup and trigger the 10-second hang watchdog.
  • AV1 Lowest Latency and H.264/HEVC Low Latency Mode cap the native AMF input queue at one frame.
  • Smart Access Video is suppressed with aggressive low-latency modes because it is a throughput feature and the combination caused confirmed AMD GPU watchdog resets.
  • All behavior changes remain gated to amd_* settings or the native amdvce path.

Validation:

  • Full Windows release application and test targets built successfully.
  • 54 focused AMD/config regression tests passed.
  • Locally installed service reports 1.18.0-amf-native-review.3 at commit c16f7fb.
  • Installed startup probes passed H.264, HEVC, and AV1 with input_queue=1 under the current lowest-latency configuration.
