Adds support for setting U64F64 fixed point hyperparam values (such as in sudo_set_burn_increase_mult)
Also better output for why things fail: i.e. you entered
15when it expects a value between 0 and 1.Allows passing the
--normalizeflag tosudo setwhich allows the user to enter the normalized values (usually floats)
