Updates the sidebar “editor logo” assets to use the newly named/replaced icons (Web + Blocks) and removes the old HTML/Scratch icon files, aligning the UI with the requested icon refresh (issue #1531).

html_icon.svg/scratch_icon.svgtoweb_icon.svg/blocks_icon.svg. - Add new
web_icon.svgandblocks_icon.svgassets and updatepython_icon.svg. - Remove the old
