Update Canada imports/exports to include 2026 projections and CHPE line to NYC

Summary

Updates the Canadian trade inputs to use new national import/export projections and include the now-completed CHPE line from Quebec to New York City (https://chpexpress.com/construction/).

Overall differences in the default national case are pretty minor:

National interchange updates from the last set of projections are below. Note although the ReEDS inputs were last updated in 2025, we used raw projections that were created in 2023.

County-level interchange updates are below. The most significant difference is that there is now interchange with Queens County, NY (p36081) due to the CHPE line.
