Smart safety rests (replaces fixed 12 / 3-minute breaks)

• Removed the old “every 12 successes → pause 3 minutes” mental model. Optional rests now use a soft rest zone: no forced pause early in a stretch, rising chance after the open window, and a hard stop before the stretch runs too long.
• Added short stretch pauses (tens of seconds) between full multi-minute rests so long sessions breathe without always taking a long coffee break.
• Full rest length scales with tempo and can grow after recent rate-limit pressure or a long continuous streak.
• Rules page now shows live per-sender status (Off, stretch progress, soft-zone chance, or resting detail) instead of static “pause 3 minutes after 12” labels. Card renamed to Smart safety rests.

Validation and release

• Added coverage for soft-zone open/hard-cap behavior, stretch rests, and progress copy.
• Synchronized the application, installer, bundled changelog, website fallback metadata, GitHub release target, and public updater feed on V2.2.13.
