Fixes

• Prevent crash from nil logSecurityEvent by defining it before rate-limit logic. (server.lua)
• Avoid duplicate-primary-key errors when backing up rows to wiped_* tables by using INSERT IGNORE. (database.lua)
• After a successful restore, remove restored rows from wiped_* to prevent duplicate backups on subsequent wipes. (database.lua)
• Corrected the permission-checking chain to properly use Config.Permission

Reliability

• DB restore operations wrapped with safe calls (pcall) to avoid interrupting the workflow on errors.
