Fix for unloaded worlds

Fixes regions not registering when a world was unloaded. Now when entering a world, it will re-register the world's regions.

Also includes the changes from the pre-release versions. I've been using this plugin on my server for about a year now so I'm confident in marking it as a full release. Changes from 1.0.3 Pre-Release 5 and 6:

Music now properly stops if you're standing inside a region while reloading the configuration file if it's been modified.
Fixed an issue where music wouldn't play if you were standing in multiple regions.
Added support for world guard priorities.
Added a reload command /cytnoteblockregion reload or /cyt reload for short.
Added a permission for reloading: cytnoteblockregion.reload
