Added — software-factory consolidation (RFL-226)

  • Software factory consolidated into build-depot/: engineering standards, recurring-properties.json registry, rp-table tooling, factory-overview.md, approved-libraries.md; strategy-validator onboarded.
  • New recurring property RP-DOC-CANON-FRESH (documentation-trust freshness) + the generated-canon ownership rule (repository-adoption.md): repos reference Build-Depot for gate/scorecard/RP semantics; gate-status docs are pointers, not second definitions.

Changed — Bedrock 4.0 migration wave (RFL-195)

  • runtime-runway ported to converge 4.0 API; converge/manifold deps repointed to bedrock-platform git tags; reqwest 0.13, sha2 0.11 alignment; dep/import cleanup.
  • commerce-rails reqwest 0.12→0.13; runway-storage pin 3.6.0.

Security

  • Cleared all 19 open Dependabot alerts (chart-room/strategic/validator).
  • Fixed strategy-validator fingerprint_repo (98→106 tests passing).
