Fixes FPPD crashing when you click Restart FPPD after changing plugin settings.

- "Restart FPPD" no longer crashes FPPD after you change plugin settings.
After you saved settings on the plugin page or used Restart Listener, the
plugin's listener held on to network ports that belong to FPPD. FPP's
Restart FPPD button restarts FPPD without stopping plugins, so the new FPPD
found its ports taken and shut down. On a Raspberry Pi or BeagleBone, FPP
restarted it within a second or so, with a short gap in the show and the
Remote Falcon connection. In Docker it stayed down until a reboot. The
listener now starts without any of FPPD's ports.
