Execution-layer: completion-contract-aware steering/backstop (non-VC work types skip the commit/PR chain), idle/no-progress watchdog, per-session cancel-wire (StopSession + POST /api/daemon/sessions/:id/stop + stop-on-lock-refresh + FailureOperatorCancelled), and grooming CLI verbs (--parents-only/--statuses/--team, list-sub-issues, add-relation, list-labels/apply-label, update-issue --status/--priority/--estimate, env-default project/team scope).
