TalkToAi Code 0.2.0 - Standard Windows installer

Standard per-user Inno Setup installer. Installs the native Windows application, creates Start Menu/Desktop shortcuts and a normal Windows uninstaller. Existing local TalkToAi Code task data remains separate and is retained during upgrades. This replaces the earlier PyInstaller bootstrap installers.
