Findings stay in the project language.

• With language: en (or any other non-Russian language) a finding could still arrive in
  Russian: the instruction lived inside a Russian system prompt and the model did not always
  follow it. The output language is now the first line of the prompt, written in the target
  language itself. For language: ru the prompt is unchanged byte for byte — prompt caches
  and calibration of existing installations are untouched.
• What slips through is counted instead of hidden. The check is narrow and stated as such —
  Cyrillic text while the project language is not a Cyrillic one — and the count reaches the
  diagnostics block, the CLI output, the JSON report (run.offLanguageFindings, absent when the
  language was not checked) and the findings_off_language metric (NULL when not checked, 0
  when checked and clean). The summary of the run is checked too.
• language is normalised to its primary subtag everywhere: ru-RU, RU, en-US behave
  like ru and en in the prompt, the summary frame and the check alike.
