macOS quarantines them on download. Clear the quarantine flag:

xattr -dr com.apple.quarantine /Applications/rwinSCP.app

Or right-click the app and choose Open, then confirm.

The bare executable needs the same treatment:

xattr -d com.apple.quarantine ./rwinSCP && chmod +x ./rwinSCP

Needs libssh2 and OpenSSL at runtime:
sudo apt install libssh2-1 openssl
