Adding new functionality to the BlueROV2 driver

Problem Description

The existing CI/CD pipelines do not currently support ROS 2 Iron. It would be useful to integrate Iron into the build to fully support its usage.

Feature Description

Add ROS 2 Iron into the CI/CD pipelines (particularly the Docker CD pipelines).
