Changing existing functionality in the BlueROV2 driver

Problem Description

The implemented ISMC has not been fully tested or tuned in SITL. This should be done prior to deploying the controller onto hardware to verify that the controller is safe.

Feature Description

The ISMC controller needs to be tuned and debugging needs to be done to verify that the controller works as expected.
