Description
Wires the schedule setup modal from #44 into the block action and view submit handlers — this is what makes the modal's Back/Delete buttons and multi-stage submit flow (setup → confirm →finalize) actually work. Also adds admin-action logging so the daily report has data on vouches/resets to summarize. Fifth PR in the stacked
series.
