v0.3.2: discoverable, protocol-aware release

Clarifies the local Codex Desktop history index scope, protocol compatibility, troubleshooting, billing limits, and verification boundaries. Adds bilingual navigation, issue forms, contribution and citation metadata, and a cross-platform release gate. Provider switching and history synchronization behavior are unchanged.

The Windows installer in this tag now downloads the same immutable version. Existing commands and profiles remain available. No provider/history behavior changed.

• Source and wheel builds passed twine check; clean-environment installation and both command aliases were verified.
• Tests use local fixtures and do not establish compatibility with every upstream client version or live gateway.
