[Improve] Add model recommendations callout

What changed

• Extracted the Automations recipes prompt into a shared header callout with configurable icon, text, destination, and button label.
• Added a model recommendation callout that links to the Roomote model comparison page in a new tab.
• Kept the callout aligned with the Models header on desktop and stacked it below the header on mobile.

Why this change was made

The recipes treatment is useful beyond Automations. Reusing it on Models gives users a direct path to model recommendations without duplicating the callout implementation.

Impact

Users can open the canonical roomote.dev/models comparison page directly from Models settings. The existing Automations recipes experience remains unchanged.

• apps/web/src/components/settings/pages/TaskModelSettingsPage.tsx:13 points the model recommendations callout to a live 404 instead of the model evaluations page.

https://roomote.dev/models currently returns HTTP 404, so the new “View Recs” callout always leads users to a missing page. https://roomote.dev/evals serves the model evaluations page that this callout is intended to promote; restore that URL or use the deployed replacement.
