feat: add Google Cloud Spanner driver support with Flyway parity

- Implement SpannerDatabase in pkg/database/spanner implementing database.Database
- Route DDL via DatabaseAdminClient.UpdateDatabaseDdl and DML via ReadWriteTransaction
- Support Spanner schema history table with commit timestamp and rank=-1 row locks
- Parse Spanner JDBC and spanner:// URLs and env vars
- Add Spanner functional options to noway.New and CLI flags in cmd/noway
- Add unit tests in pkg/database/spanner and noway_test.go
