Hero design

This is kind of a doozy PR with a lot of things involved in it. They'll be much much smaller in the future but this was just the easiest way to deal with a lot of component building at once so we have

• The hero component with theming
• Link list component and styling for the hero and the homepage
• Separating out CTA button groups into their own component
• A bit of layout work with max widths
• An image component that we can extend to other images
• Bit of CSS linting fixes
