Refreshes the Almanac to match the current prompt-capture, skill, telemetry, package, and release implementations. Documents update checks, previous-agent-output storage, prompt-backed TDD, Trusted Publishing, Node 24, and expanded agent-protected paths. Updates CodeAlmanac maintenance guidance to distinguish live-state verification from dated local snapshots.
