RunAnywhere SDK 0.20.16

.package(url: ..., from: "0.20.16") now works. Earlier releases could only be consumed by pinning a git revision: the manifest pinned two MLX dependencies by revision, and SwiftPM refuses any version-based requirement against a package whose own manifest carries unstable pins. Both are now mirrored into RunanywhereAI forks tagged at the exact same commits, so the package resolves by version while building byte-identical sources.

Also includes the Electron QHexRT backend (#664) and its commons platform-capability changes.

All eight SDK surfaces ship at 0.20.16.
