The available_files option does not work with languages that depend on jobe

When a datafile directive is used with activecode available_files and the language is not python, no file I/O is simulated.

The jobe rest API docs define a mechanism for pushing files to the jobe server,
but the active code directive does not use it.

The available_files option was not meant for use with the sandboxed languages, and in fact should be removed as an option as it is not necessary. This was added several years ago before we were saving everything to the database.

to supply a data file to c++ or Java you use the datafile option.

Doing a bit of cleanup in activecode.py would remove this confusion and seemngly duplicate argument.

Hmm. Line 1761 of activecode.js wraps:

if(this.language === "java") { ...

around the only use of datafile in this directive.
Seems like only java supports the datafile option currently, however a python example works with datafile instead of available_files, but I can't find the code that makes that possible.

I'm pretty sure that check for the java language is entirely unnecessary. I didn't catch that in my review and the student working on that feature was doing it with Java in mind. It would definitely be easy to remove that check and see if it worked.

The skulpt version of Python will first look for a datafile with the identifier used as the file name on the current page. If there is no such identifier on the current page then it will make an API call to the server to see if the database has a file with the given identifier.

I don't have any books at my disposal with a db backend. Is the DB lookup for a datafile unique to python, or do all languages benefit from it?
