Fixed

• Tasks are no longer parked as blocked because an open GitHub PR touches the same files. Blocking references are board tasks only, and rows previously parked by a file claim recover through the normal paths.
• Fixed a rare stall where a task requeued and deleted in the same moment never re-dispatched.
• Planning finalization now retries when the planner falls back or returns unchanged output, instead of sending that attempt straight to Plan Review.
• The terminal close control stays in place after New terminal at every screen size.
