Defer Forms for Contact Form 7 2.6.7

• Removed the one-time migration that carried existing data across the 2.6.4 internal prefix rename. This plugin has never been distributed under the old cf7e prefix, so no install anyone downloads from here on could ever have data for it to find — it was dead code for every fresh install and always would be. Schema upgrades in general are untouched.
