• The bot keeps its nick when services come back after it. If the bot
  connected while services were off the network, it never identified: its
  IDENTIFY went nowhere, and when services returned they moved it to a guest
  nick a minute later and left it there, so /msg idlerpg reached nobody. It
  now identifies when services ask, and if it is moved anyway it asks for its
  nick back, and asks again every five minutes until it has it.
• Operators: reclaiming the nick from a stale connection sent GHOST, which
  Anope 2.0 ships commented out; it sends RECOVER now. All of this needs
  IRC_NICKSERV_PASSWORD.
