react-hooks/exhaustive-depsshows an error if a hook dependency is missing. - Allow defining types even if they can be well inferred. Defining types is a good and right thing to do because it makes intention explicit and makes it harder to accidentally change an inferred type.

- Fixed an issue with @typescript-eslint/no-unused-vars flagging the
errorargument in try/catch blocks if the argument was unused. This is frustrating because the variable has to be there, but you may not always want to use the variable.

- Fixed eslint bugs with switch/case statements, react/prop-types validation when Typescript validates just fine, and underscore dangling. While it was a useful rule to overcome pseudo-private properties at one time, now it's just annoying when third-parties outside our control use underscores on properties and we use it all over our codebase.
