Improve Deployment practices

Improved Deployment process:

• Project can be installed in a virtual environment and run with total-serialism
  Robustness improvements:
• No more shell scripts under the hood:
  • Use pybind11 to communicate with C++ backend
• Unit tests are run via ctest rather than shell scripts
• Fuzz Tests are now run with ctest
