ESP32-P4 capture firmware v0.3.0

• Board profile: set reset, BUSY, IRQ, SPI pins, TCXO and the RF switch table from the console with board, saved in flash, so this image runs on other LR2021 boards without a rebuild.
• Defaults match the LilyGO T-Display-P4 and send the same radio commands as v0.2.0.
• Tested on a T-Display-P4 with LR2021 ROM 1.24: one-second FIFO check, profile save and reboot.
• See README "Other boards" for a worked example. Other boards are untested.
• Experimental: P4 revisions 0.1 through 1.x; no P25 decoder or live USB streaming.

• Includes flash instructions, source, dependency licenses and binary checksums.
• Experimental: P4 revisions 0.1 through 1.x; no P25 decoder or live USB streaming.
