Sbncode v10_23_00 Release Notes

Purpose

• Integration release
  • This release introduces a new base qualifier e28, corresponding to gcc 13.1.0 (e26 is gcc 12.5.0). Additionally, this base qualifier updates the c++ standard to c++20 (e26 is c++17).
