'Grab Frame' button now working Issue #1

PAMGuard version 2.02.19 for Windows has this built in. However, we've found that on Mac, this throws a security exception. We've therefore split this out as a plugin.

If using PAMGuard version higher than 2.02.19, add the downloaded jar file to your PAMGuard installation plugins folder - probably
C:\Program Files\Pamguard\plugins
