Fix WSL bridge cleanup when disabling projects - #386

- Bugfix
- Stop disabled WSL projects from keeping their distro bridge active.
- Release a distro bridge after its final active project is disabled, while preserving bridges used by live sessions.
- Handle bridge cleanup safely during startup and prevent intentional releases from being reported as unexpected exits.
- Add coverage for disabled-project distro tracking and bridge-release lifecycle behavior.
