- Add a PR-watch check action across local IPC, remote access, and mobile bridges.
- Trigger an immediate PR automation recheck when pending CI checks settle, reducing delays before eligible auto-merges.
- Preserve queued rechecks while a watch is already being evaluated.
- Cover service behavior and local/remote client integrations with tests.
