Raw data bundle, 2026-09-16

Raw source files for the PRISM-R pipeline, as listed in RAW_BUNDLE.md inside the archive. 138 files. All content is public sector information under the Open Government Licence v3.0.

Unpack at the repository root, which expands into data/raw/, then run python pipeline/build.py.

Supersedes raw-data-2026-09-05-2. Adds the July 2026 edition of the Youth Custody Service monthly report, Youth_Custody_Population_Report_-Jul-_26.ods, published 11 September 2026 and fetched by the pipeline on 16 September. The June 2026 edition is retained alongside it so the June figures as first published remain reproducible. The earlier release is left published, with its asset untouched, and marked superseded.

Raw data bundle, 2026-09-05-2 (superseded)

Superseded by raw-data-2026-09-16. Take that one.

This bundle builds correctly and was complete for its moment. It is superseded because the Youth Custody Service published its July 2026 monthly report on 11 September 2026, and the scheduled refresh carried that edition into the repository on 16 September. A build from this bundle against the repository as it now stands fails at the youth custody ingest, because the tracked fetch manifest names the July file and this archive holds only June.

The asset is left exactly as published rather than replaced. A release asset is a citable artefact: if a tag means one set of bytes today and another tomorrow, nobody can verify anything against it.

Raw data bundle, 2026-09-05 (superseded)

Superseded by raw-data-2026-09-05-2, published later the same day. Take that one.

This bundle builds correctly and is complete for its moment: it was the release that first carried the four ONS boundary files missing from raw-data-2026-09. It is superseded only because the Welsh looked-after children source was updated a few hours later.

It carries welsh_cla_by_la_ethnicity.json, the StatsWales export of 17 May 2026, which reaches only the year ending 31 March 2024. StatsWales published the 2024-25 Looked After Children Census on 16 July 2026, and the successor bundle carries the full CSV export covering April 2016 to March 2025 instead.

Raw data bundle, 2026-09 (superseded, incomplete)

Superseded and incomplete. Do not use this release. Take raw-data-2026-09-05 instead.

This bundle is missing four ONS Open Geography files that the pipeline needs:

It was cut at 09:40 UTC on 3 September 2026; the boundary files were retrieved and committed at 12:51 UTC the same day, and the bundle was not reissued. A build from it aborts at the explorer_boundaries step, step 4 of 13, so nothing downstream runs. For a day, the reproducibility claim on the methods page did not hold for anyone who followed it.

The asset is deliberately left exactly as published rather than replaced. A release asset is a citable artefact: if a tag means one set of bytes today and another tomorrow, nobody can verify anything against it. Superseding it openly is the same principle as the corrections section of the methods record.

Fixed in raw-data-2026-09-05, which carries 137 files against this bundle's 133. Bundles are date-stamped from that release onward so a second cut in the same month is a new release rather than a rewrite.
