Epic: #21 — ⚡ Independent (규모 trigger 발생 전까지 보류)

목적

자동화는 실제 규모가 trigger 를 충족할 때만 도입한다. 각 항목은 독립적으로 발동된다.

trigger → 도입 항목

• open issue 20~30개 이상 지속 / 동시 work item 10개 초과 → GitHub Project 생성.
• release 목표 issue 5개 이상 → milestone 을 source of truth 로 사용.
• PR queue 10개 이상 지속 → size:XS~size:XL 자동 분류(labeler).
• abandoned backlog 누적(90일 inactive → stale, 추가 30일 → close; security/pinned/roadmap/help wanted/priority:P0/blocked 제외) → stale bot.
