chore: sync develop with v0.3.1 hotfix
Records the full merge/release history (feature -> develop -> release -> master, the Windows path-escape CI catch, the v0.3.0 attestation failure and v0.3.1 hotfix, master back-merged into develop) and updates the "next step" guidance now that the backlog has no ready-to-start item.
docs: close out v0.3.1 release in handoff and improvements
Both files documented this convention themselves but the previous release shipped without following it: improvements.md's `## Done` section (resolved items belong in changelog.md + git history + the ADR-0012..0016 decisions instead) and handoff.md's long completed-task narrative are cleared back to their steady-state, current-only form. Nothing in ## Open or Open risks changed in substance.
