Web app: query client retry and error config

Area: apps/web/src/app/providers/query-client.ts

Goal: Lock down React Query defaults used app-wide.

Tasks:

• Assert retry, stale time, and refetch defaults.
• Assert error handling default if configured.
• Keep the test focused on configuration, not network.

Acceptance:

• No real requests.
• bun run --cwd apps/web test passes.

Hi, I’d like to work on issue #318.

I can add focused tests for "query-client.ts" to lock down the app-wide React Query defaults, including retry behavior, stale time, refetch settings, and any configured default error handling.

I’ll keep the tests configuration-only with no real network requests, and make sure "bun run --cwd apps/web test" passes.
