As a follow up on https://fedorahosted.org/sssd/ticket/890 we might want support the case-insensitive names in the local provider as well.

Currently, we only document that local domain is not supported.

This ticket is to make sure that local provider is excluded from the configuration setting introduced in #890 and always case-sensitive as POSIX prescribes.
