feat(android): publish an Obtainium app config with each release

Description

Extracts the Obtainium support from #1247 so it can land on its own. Every release now publishes an obtainium.json app config next to the APK, so Android users can install and auto-update Sable through Obtainium instead of re-downloading APKs by hand.
