v0.2.0 Scope notices

Scope notices (opt-in)

Soft boundary text for agent tripwires. Default plant mode remains off (silent honeypots unchanged).

Modes

• off: no notice (v0.1 behavior)
• static: fixed banner every access
• stochastic: sampled policy/boundary/forbid lines; rare honest honeypot arm; escalates after 3 accesses
