Fix GitHub Actions release workflow: add permissions and manual trigger

- Add 'contents: write' permission to fix 403 Forbidden error when creating releases
- Add workflow_dispatch trigger to allow manual testing without creating new tags
- Update version extraction and release tag handling to support both tag pushes and manual triggers
