Jetbrains Hub, YouTrack, TeamCity, UpSource Ephemeral Setup

This basically just marks a basic ephemeral setup for Jetbrain's YouTrack, TeamCity, Hub, and UpSource software with Docker and Terraform using Vultr.

This assumes a base URL (IE: example.com) and a reserved IP for usage with that URL, although you could also add in automatic adding/provisioning if you wanted.

If any node goes down it will lose all data and need to be reconfigured (and all services need to be configured at startup). No data will be persisted no matter what.

Feel free to use this as a base for your own setup/deploys of this software.
