Launch release: all Council-verified gates closed, CI-confirmed on Windows and Ubuntu.

B1 Taxonomy false positives fixed with anchored terms and specificity gating
B2 JobSpy scraping targets disclosed and configurable
B3 Hardcoded locale removed, JOBSPY_COUNTRY added
B4 Untrusted text bounded and control characters stripped
B5 Cross-provider deduplication key spaces unioned
B6 Cross-employer merges prevented with duplicate_conflict flag

Tests: 32 green. Boundary enforcement wired into CI.
