Initial release of SwiftIGRF

This release includes:

Core Features:

• IGRFCore: A Swift library for calculating the International Geomagnetic Reference Field (IGRF)
• IGRFCLI: A command-line interface tool for IGRF calculations

Key Components:

• IGRFCore: Core calculation engine that can be used as a dependency in other Swift projects
• IGRFCLI: Command-line tool for direct IGRF calculations from the terminal
