CSpect Scanlines 1.0

First release.

• Draws TV-style scanlines over the CSpect window: CSpect 3 no longer has a TV shader (+tv is still in its ReadMe but does nothing)
• Enabled when CSpect is started with +tv; Ctrl+F1 turns the lines on/off, Ctrl+PageUp / Ctrl+PageDown make them darker / lighter

Installation: copy Scanlines.dll next to CSpect.exe and start CSpect with +tv. Windows only.
