feat(social-mining): implement RIP-310 social mining protocol (#2239)

Fixes #2239

Summary

Implementation of RIP-310 Social Mining Protocol for RTC rewards and P2P tipping across 4claw, Moltbook, and BoTTube.

Changes

• Added rip310_social_mining.py with treasury pool balance tracking, tipping engine with 8% fee routing, reward calculator with daily caps, and RIP-309 metric rotation.
• Added unit test suite tests/test_rip310_social_mining.py (12 passing tests, 94% coverage).
