Delete CODE_OF_CONDUCT.md because it is moved to the .git org level folder.

I’m not sure about this. For one thing, I like seeing the ‘CODE_OF_CONDUCT.md’ showing up in the file listing. For another, I think there are links to this file in various places that will break if we delete this file.

@johnbent I will unlink it from the READMEs and QS Guides and add the link to the file in the .git folder?
