Codex Log Symlink Target Repair

• Codex Temp Log Symlink Repaired: managed Codex startup now recreates the
  logs_2.sqlite symlink target parent when /tmp/ccb-codex-logs-* cleanup
  removes it between launches.
• Bad Symlink Fallback Hardened: if the symlink target cannot be repaired,
  CCB removes the broken symlink and restores the local backup before Codex
  starts, avoiding startup failures in Codex-owned SQLite initialization.
• Regression Coverage Added: focused tests cover missing temp target
  parents and preserve the existing diagnostic-log redirect and restore paths.
• Release Surface Synchronized: VERSION, CLI version constants,
  package.json, release workflow defaults, README release notes, and npm
  packaging metadata are aligned for 7.6.17.
