Long-Running Ask Wait Policy

• Ask Heartbeat Timeout Disabled By Default: running-job heartbeat
  observations now remain internal diagnostics by default instead of
  terminalizing ordinary ask jobs as incomplete/heartbeat_timeout.
• Pane-Backed Provider Timeouts Made Opt-In: Codex, Claude, and Gemini
  default no_terminal_timeout_s values are now 0.0; explicit reliability
  timeout policies remain supported.
• Long Runtime Evidence Recorded: a source-runtime ask smoke ran beyond 30
  minutes, stayed running at 1800s and 1860s, then completed at 1980s with
  result_message and no heartbeat_timeout/incomplete evidence.
• Release Surface Synchronized: VERSION, CLI version constants,
  package.json, release workflow defaults, README release notes, and npm
  packaging metadata are aligned for 7.6.19.
