SelfControl blocking ALL Internet traffic

Summary

When timer is set, all Internet traffic is now blocked, including email and Trillian. After timer ends, reboot fixes the problem.

SelfControl version? 4.0.2
macOS version? 11.6.6
Do you use a VPN/proxy, and if so which one? Not as a general rule, but I have Private Internet Access installed.
Has this ever worked for you on a prior version of SelfControl? If so, when? Yes, it's worked flawlessly up to this point, including on this same version.
Any other special system setup we should know about? Not that I know of.

How Do We Reproduce This Issue?

Well, I'm not sure since I haven't changed anything about SelfControl itself. It must be a conflict with some other aspect of the OS or other app, but I can't say what it might be.
